Five national home care associations are advancing a unified proposal that would bring legislative relief to the industry. One of the principles contained in the proposal calls for the elimination of the 15% across-the-board reduction, and members of the coalition are confident it has a strong chance of being enacted by Congress.
The five groups supporting the proposal are the National Association for Home Care, the American Federation of Home Care Providers, the Home Care Association of America, Home Health Staffing and Services Association, and the Visiting Nurses Association of America. Their confidence, however, comes despite the lack of a congressional sponsor to forward their principles. The group is counting on growing support within Congress that the Balanced Budget Act of 1997 exceeded intended cuts in program costs.
