For THMOG, the business agreement means a greater volume and scope of services available to members. For HAYES, it means gaining the expertise of the staff of TEMINEX, the medical technology assessment division of THMOG.
The HMO Group members include, HIP Health Plan of New York, Fallon Community Health Plan and Kaiser Permanente Medical Care Program. The 25 member plans serve over 7 million members.

Consumer groups hail decision to preserve external quality reviews
WASHINGTON, D.C.—Consumer groups are breathing a sigh of relief after their last-minute lobbying saved a role for external quality reviews of Medicaid HMOs. Both House and Senate budget proposals had included a provision that would have allowed states to waive external, annual quality reviews if plans were accredited by a private organization or participated in Medicare.
Consumer groups argued that external reviews are a key means to ensure quality patient care, said Andrew Webber, senior associate with the Consumer Coalition for Quality Health Care. They also maintained that private accreditation may review some aspects of quality care, but may not be sensitive enough to quality of care issues that affect low-income populations.
"Accreditation by a trade association shows a health plan has met certain standards and is capable of providing good care," said Dr. Burton Jay, president of California medical Review, Inc. "Independent review shows how good the care really is." The California peer review organization oversees the care of 3.7 million Medicare recipients.
