Rehabilitation field gets ethical framework
CARF...The Rehabilitation Accreditation Commission in Tucson, AZ, has published a monograph tailored for the medical rehabilitation field. Titled The Persons Served: Ethical Perspectives on CARF's Accreditation Standards and Guidelines, it was edited by John D. Banja, PhD, associate professor in the department of rehabilitation medicine at Emory University in Atlanta. Banja also serves as an editorial advisory board member of Medical Ethics Advisor. (For ordering information, see editor's note at end of story.)
"CARF's opting for persons served rather than consumers expresses an ideological preference that resonates with the moral tradition of health ethics extending back to Hippocrates," says Banja.
Each chapter is tied to key CARF accreditation standards from its recent Standards Manual and Interpretive Guidelines for Medical Rehabilitation. Chapters include: records access and records of persons served; admission criteria; benefits; dignity; satisfaction of the persons served; individual rights and the disability rights movement for the rehab service provider; accessibility and reasonable accommodation; and guardians, conservators, and representative payees.
CARF serves as the standards-setting and accrediting body for rehabilitation programs and services. It has accredited more than 15,000 programs and services in the United States, Canada, and Sweden in the areas of medical rehabilitation, behavioral health, and employment and community services.
