• ADAC Laboratories (Milpitas, CA) has named CEO R. Andrew Eckert chairman, replacing David Lowe. Eckert has been a director of the maker of radiology and cardiology information systems, radiation therapy planning systems and nuclear medicine systems since 1996 and chief executive since 1997. Lowe will remain as a director.
• Nigel Bell has been confirmed as chief executive of of the National Health Service Information Authority in the United Kingdom. Named as non-executive board members of the NHS Information Authority were Rose mary Horwood, Dr. Lawrence Ijebor, Dr. Jem Rashbass, and Susanne Walley. The appointments were announced by U.K. Health Minister Baroness Hayman, who said that "meeting the challenges of making information and IT work for the benefit of healthcare and health services requires new and improved organizations and ways of working together with the NHS." Hayman added, that the NHS Information Authority "represents a significant change in the way in which national programs of work and areas of best practice are managed and shared with NHS organizations in order to support their local developments and implementation." The Information Authority was established effective April 1. Bell previously worked as information systems and technology director for drug development at Astra AB, which is in the process of merging with Zeneca.
• E. Payson "Skip" Smith has resigned as CFO of Raytel Medical (San Mateo, CA) to take a similar post at QuadraMed. John Lawler Jr., vice president and corporate controller of Raytel, will become interim CFO for the provider of telemedicine services.
